In 1939, the Federated Clubs of La Plata, recognized a need for a public library. A LIbrary Committee was appointed to solve the problems of housing and stocking the shelves. The City Fathers were persuaded to make available unused rooms in the City Hall with lights, heat, water and janitor services furnished. Members of the Atalpal Federated Club took donation of books, held fund raisers and served as volunteer librarians for a number of years. In 1946, through the efforts of Atalpal, the community voted a library tax of 1 1/2 cents on each $100 assessed valuation. In 1953, through combined efforts of the Federated Clubs, a new tax was voted of 1 cent on each $100 assessed valuation. This enabled the Library to receive State Aid for the first time. In the Spring of 1968, the Library was moved to its present location on the North side of the square. 1971, the City Council took over the financial management of the now tax supported Library. In recent years it has become one of the best genealogical libraries in northeast Missouri.
