Regular Meeting 115 E. Moore

Present:  Mayor Lois Bragg, Alderwoman Susan Walker, Alderman Ron Robinson, Alderman Dennis Jones,   Alderman Trent Perry and City Clerk Bobbie Jacques
 
Also Present: Sally Moore, Mike Binder, Gary Matteson, Bob Cox, Dennis Hendren, Alvin Peavler and Police  Chief Bunch
 
Mayor Bragg declared a quorum and called the meeting to order at 6:00 p.m. The Pledge of Allegiance was said and Alderman Ron Robinson gave the invocation.
 
City Clerk Jacques requested the agenda be amended and “Approval of McClure Engineering Co. invoice” be added to the agenda.
Alderman Jones made a motion and seconded by Alderwoman Walker to amend the agenda and place “Approval of McClure Engineering Co. invoice” on the agenda under City Clerk.  The motion carried Ayes Walker, Perry, Jones, Robinson

Consent Agenda
Alderman Jones made a motion and seconded by Aldermen Robinson to approve the consent agenda as amended.  The motion carried Ayes- Walker, Perry, Jones, Robinson

Visitors Comments:
Dennis Hendren requested the Board of Aldermen approve the “Run through the Jungle” event that is held during the Soybean Festival.
Alderman Robinson made a motion and seconded by Alderwoman Walker to approve the “Run through the Jungle” event closing Gex Street, use of the golf course, hanging the banner.  The motion carried Ayes – Walker, Perry, Jones, Robinson.

Sally Moore informed the Board of Aldermen the carnival company that operated at the Soybean Festival in 2018 would not be available this year.  Sally asked the Board for their opinion in using the carnival company that operated in 2017 at the Soybean Festival.  The consensus of the Board of Aldermen was that it would be fine to use the carnival that operated at the Soybean Festival in 2017.

Sally requested the City donate the utilities for the Soybean Festival, as they have in the past.
Alderman Perry made a motion and seconded by Alderman Robinson to approve donating the utilities for the Soybean Festival in 2019.  The motion carried Ayes- Walker, Perry, Jones, Robinson.
 
Mayor and Board Committee Reports

Mayor Bragg and Board of Aldermen comments were made.

Department Reports:

City Clerk
The City Clerk reviewed the financial reports stating that the bank balance of $860,673.27 was the highest it has been in several years. Bobbie noted the 5 years of not paying a City Administrator is a large part of the growth in the bank account.  
Bobbie requested the Board of Aldermen approve the McClure Engineering Co. invoice submitted in the amount of $7,852.00 of services performed from January 27, 2019 to February 23, 2019.

Alderman Jones made a motion and seconded by Alderwomen to approve the invoice submitted by McClure Engineering Co.in the amount of $7,852.00.  The motion carried Ayes- Perry, Jones, Robinson, Walker.
Water Department

Mike Binder requested the Board of Aldermen approve the estimate submitted by Drew Magers Construction to connect 29 services and reroute and connect water line, set meter and tap main in the amount of $10,893.76, on Sanders Street and Tremont Street.

Alderman Jones made a motion and seconded by Alderman Robinson to approve the estimate submitted by Drew Magers Construction in the amount of $10,893.76.  The motion carried Ayes- Perry, Jones, Robinson, Walker.

Police Department
Midwest Counterdrug Training Center-Holt Landorf
Police Chief Jason Bunch requested the Board of Aldermen allow Officer Holt Landorf to attend the Midwest Counterdrug Training, there is no charge for the training.  The City would need to cover Officer Landorf’s pay, meals and traveling expenses.
Alderwoman Walker made a motion and seconded by Alderman Jones to allow Officer Landorf to attend the Midwest Counterdrug Training with the city covering his, meals and traveling expense and pay. The motion carried Ayes-Perry, Jones, Robinson, Walker.
Jason requested the Board of Aldermen consider increasing Officer Henderson’s hourly wage to compensate him for not enrolling in the employee health plan.

It was the consensus of the Board that the police department wages be reviewed, but not to reimburse Officer Henderson for electing not to take the employee health plan.  Alderman Robinson and Alderman Jones will meet with Police Chief Bunch in City hall to review the police department wages on March 14, 2019 and submit recommendation to the Board of Aldermen at the April 9, 2019 regular meeting.

Old Business

Police Chief Bunch informed the Board of Aldermen that 8 letters had been sent to property owners regarding cleaning their property.  Jason told the Board with the changing of the weather he would be enforcing city ordinances regarding property clean up.
 
Adjournment
With no further business, Mayor Lois Bragg adjourned the meeting at 7:10 p.m. The next meeting will be April 9, 2019 at 6:00 p.m.
