Mayor Bragg declared a quorum present and called the meeting to order at 6:00 p.m.  The Pledge of Allegiance was said and Alderman Robinson gave the invocation.

Consent Agenda:

Alderwomen Walker made a motion and seconded by Alderman Jones to approve the consent agenda.  The motion carried ayes- Robinson, Jones, Walker  Absent Perry

Visitors Comments:

The City of La Plata’s Auditor John Gillum presented the completed 2018-2019 audit.  The 2018-2019 audit is available for review at City Hall.

John Gillum left the meeting at 6:10 p.m.

Ewell Lawson with Missouri Public Utility Alliance presented the Mayor and Board of Aldermen with a grant in the amount of $21,510.00 for electric infrastructure improvements.  The Mayor will be appointed the active director and Electric Supervisor Cory Cook alternate director on behalf of the City of La Plata to represent the Cities interest within the electric co-op.

Ewell Lawson left the meeting at 6:25 p.m.

City Clerk Comments:

City Clerk Bobbie Jacques informed the Mayor and Board of Aldermen, Winkler Communications was in the office to reprogram the phone system and install a new cordless phone.

Bobbie requested the Mayor and Board of Aldermen approve the wastewater pay request in the amount of $27,791.70. 

Alderman Jones made a motion and seconded by Alderman Robinson to approve the wastewater pay request in the amount of $27,791.70.  The motion carried ayes – Robinson, Jones, Walker,  Absent Perry

Bobbie informed the Mayor and Board of Aldermen signature cards with the Bank of Kirksville would be updated to include Deputy Clerk Bell and Alderman Robinson.

Newly hired Deputy Clerk Devon Bell will be attending the New Clerk’s Training in Columbia, Missouri on March 9, 2020.  The training is sponsored by the Missouri City Clerks and Finance Officers Association in conjunction with the University of Missouri.

Engineer Shannon Howe presented the engineering contract for the  street and drainage improvement project for basic services in the amount of  $33,862.00.  Howe Engineering submitted the preliminary engineering report for the grant application.  The City was awarded the Community Block Grant in the amount of $495,682.00 for street and drainage improvements.

Alderwoman Walker made a motion and seconded by Alderman Jones to approve the engineering contract submitted by Howe Engineering in the amount of $33,862.00.  The motion carried ayes – Walker, Jones, Robinson  Absent -Perry

Police Department Comments:

Jason Bunch reviewed his monthly report.

Police Chief Jason Bunch submitted several estimates to repair the transmission in the 2014 Ford Explorer. 

Alderman Jones made a motion and seconded by Alderwoman Walker to allow Police Chief Bunch to have the 2014 Ford Explorer transmission repaired in the amount of $1,500.00.  The motion carried ayes- Walker, Perry, Robinson, Jones

Mayor and Board of Committee Reports comments:

Mayor Bragg informed the Board of Aldermen she believes it is the responsibility of the police department to prevent trespasses and the commission of nuisances upon property of the City.  The Mayor requested the Board of Aldermen move to place the responsibility of security cameras with the police department.

Alderman Robinson made a motion and seconded by Alderwoman Walker to put the duty of purchasing, installing and monitoring of security cameras at city hall, golf course, electric generator building, and the water building with the police department.  The motion carried ayes – Walker, Perry, Robinson, Jones 

Old Business:

Property Clean Up

Police Chief Jason Bunch informed the Board of Aldermen the police department would begin the spring cleanup program again this year.

Resolutions:

Resolution 2020-03 Appointing Director, Lois Bragg, and Alternate Director, Cory Cook, to the Missouri Joint Municipal Electric Commission.  

Alderman Perry made a motion and seconded by Alderman Robinson to appoint Mayor Lois Bragg Director and Electric Superintendent Cory Cook Alternate Director to the Missouri Joint Municipal Electric Utility Commission.  The motion carried ayes- Robinson, Jones, Walker, Perry

With no further business the Mayor adjourned the meeting at 6:49 p.m.  The next regular scheduled meeting will be March 10th, 2020.
