Present: Mayor Lois Bragg, Alderwoman Susan Walker, Alderman Ron Robinson, Alderman Dennis Jones and Deputy City Clerk Dena Hodges

Absent: Alderman Trent Perry

Also Present: Brian Fifer, Sally Moore, Mike Binder, Gary Matteson and Judy Ross.

Mayor Bragg declared a quorum and called the meeting to order at 6:00 p.m. The Pledge of Allegiance was said and Alderman Ron Robinson gave the invocation.

Consent Agenda:

Alderman Dennis Jones made a motion seconded by Alderman Ron Robinson to approve the consent agenda. The motion carried. Ayes – Walker, Robinson and Jones.

Visitors Comments:

Brian Fifer informed the Board of Alderman that Willis Brothers is done in town and are now working at the lagoons, Gilstrap is done and the manhole on Clark Street done.  Visu Sewer is on site grouting.  He also discussed plans for sprinkler heads and lines on the golf course.  

Brian Fifer left the meeting at 6:08 p.m.

Sally Moore reported that the Soybean Festival went well and thanked the Board of Alderman and city employees for all they did to help the festival run smoothly.  Mayor Bragg asked that the promotional committee address the use of four wheelers by underage drivers next year as a safety precaution.

Mayor and Committee Reports:

Mayor Bragg reviewed her report with the Board of Alderman. The Mayor reported that Eric Smith’s last day of work was on 10/05/18. 

Alderman Ron Robinson made a motion seconded by Susan Walker to accept Eric Smith’s resignation.  The motion carried. Ayes – Walker, Robinson and Jones. 

Department Reports:

Pay Request #5 was submitted for approval by the Board of Alderman.  Dena requested that they approve the pay request in the amount of $284,228.59. 

Alderwoman Susan Walker made a motion seconded by Alderman Dennis Jones to approve the pay request in the amount of $284,228.59.  The motion carried.  Ayes – Walker, Robinson and Jones.

Electric Department – No discussion was held. 

Golf Course – No discussion was held. 

Street Department – No discussion was held.

Water Department – No discussion was held. 

Police Department – 

D.A.R.E. – Mayor Lois Bragg reported that Mark graduated from the course and is currently working with the schools to get the program up and running.  

Old Business:

Property Clean Up – Chief Jason Bunch continues to monitor the property list.  

ATV’s/Golf Cart’s/UTV’s – Bobbie will check further in to this before any action is taken. 

Street Deposit/Concrete – Discussion was held and no action was taken. 

New Business:

Christmas in the Park – Cassie Rodriquez contacted the Mayor and her and Amy Morris’ Girl Scout troops #9184 and #9185 would like organize the event this year as a badge project. They plan to start allowing decorations to be put up after Thanksgiving and be removed right after the first of the year. They are planning to have Santa and Mrs. Santa Claus come visit town on either December 8th or 15th and be serving cookies and hot chocolate. There will also be a judging for the best decorated tree. More information will be forthcoming around the end of October.

Dust Control South Owensby – Discussion was held in regards to using calcium chloride.  It was requested by the Board of Alderman to look in to the cost of using calcium chloride.  

Gilstrap Street – Mike Binder reports that Willis Brothers replaced all of the sewer lines on Gilstrap and repaved the road.  

Separating Library Sewer – The current sewer line of the library is connected with the Belfield apartments.  Discussion was held to run a new sewer line for the library.  It was decided to put the library on its own sewer line after an easement is obtained from Wilson Belt who owns the adjoining property.  

Changing Library to Natural Gas – Currently the library has one natural gas furnace and one propane furnace.  It was discussed that changing the propane furnace to natural gas would help on the utility cost.  It was decided that the propane furnace needs to be changed as soon as possible.

Sally Moore and Judy Ross left the meeting at 6:42 p.m.

Merit Awards – Discussion was held on merit awards.  

Alderman Dennis Jones made a motion seconded by Ron Robinson to give the full time employees Christmas Eve off with pay and a cash merit award.  The motion carried. Ayes – Jones and Robinson. Nays – Walker

Resolution –  

Resolution 2018-12 A Resolution of the City of La Plata, Missouri accepting the new 8” gravity sewer main along and within Gilstrap Street, La Plata, Missouri.

Alderwoman Susan Walker made a motion seconded by Alderman Dennis Jones to approve Resolution 2018-12.  The motion carried. Ayes – Jones, Walker and Robinson.

Ordinances – 

Bill No. 2018-11 An Ordinance to add New Article G to Chapter 700 Section 700.090 Utility Billing Procedures, Payment Deadline, Penalty, Final Notice and Reconnect Fees to the Municipal Code of the City of La Plata, Missouri. No residence or business shall be occupied until all utilities are properly installed and functional.  Any property in which utilities have been disconnected for any reason shall be vacated and all business shall cease within forty-eight (48) hours of the disconnection of the utilities. 

1st reading by title only. Alderman Susan Walker made a motion seconded by Dennis Jones to approve Bill No. 2018-11. The vote as follows:

Alderman Perry – absent Alderwoman Walker – aye

The motion carried. 

2nd reading by title only. Alderwoman Susan Walker made a motion seconded by Alderman Ron Robinson to approve Bill No. 2018-11.  The vote as follows:

The motion carried

Bill No. 2018-12 An Ordinance establishing the rate of pay for a specific employee of the City of La Plata, Missouri - Nathen See.

1st reading by title only. Alderman Ron Robinson made a motion seconded by Alderman Dennis Jones to approve Bill No. 2018-12.  The vote as follows:

Alderman Jones – aye Alderman Perry – absent
Alderman Robinson – aye Alderwoman Walker – aye

The motion carried.

2nd reading by title only. Alderwoman Susan Walker made a motion seconded by Alderman Ron Robinson to approve Bill No. 2018-12. The vote as follows:

Alderwoman Walker – aye Alderman Jones – aye
Alderman Robinson – aye Alderman Perry – absent

The motion carried. 

Gary Matteson left the meeting at 6:52 p.m.

Alderman Dennis Jones made a motion seconded by Alderwoman Susan Walker to move in to Executive Session at 6:52 p.m. The vote as follows:

Alderman Perry – absent Alderman Jones – aye
Alderwoman Walker – aye Alderman Robinson – aye

The motion carried. 

Alderman Ron Robinson made a motion seconded by Alderman Dennis Jones to come out of executive session at 7:02 p.m. The vote as follows:

Alderwoman Walker – aye Alderman Robinson – aye
Alderman Jones – aye Alderman Perry – absent

The motion carried. 

Alderman Dennis Jones made a motion seconded by Alderman Ron Robinson to give Jacob Patterson a .50 cent an hour raise and to review again in six months.  The motion carried. Ayes – Walker, Jones and Robinson.

With no further business Mayor Lois Bragg adjourned the meeting at 7:08 p.m.  The next scheduled meeting will be November 13, 2018 at 6:00 p.m.
